THE POSITION: The newly established National Center for Advancing Translational Sciences (NCATS) will catalyze the generation of innovative methods and technologies that will enhance the development, testing, and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. As one of the National Institutes of Health Institutes/Centers, NCATS is not charged to focus on any one specific disease or human condition, but instead emphasizes the development of the tools and technologies to speed the process from basic discovery to better diagnostics and new treatments. NCATS also focuses on creating new treatment development models to reduce, remove, or bypass significant bottlenecks across the continuum of translational science. NCATS also ensures that empirical findings are shared in an open and collaborative environment among all stakeholders, encouraging new partnerships for better science and public health.

The Director, Office of Grants Management and Review, is responsible for visionary leadership and management of NCATS’ scientific review, grants management, extramural policy, committee management, conference planning, advisory groups, and the NCATS Small Business Program. In addition to leading the NCATS extramural administrative functions and small business programs, the Director manages the NCATS service center to DPCPSI/ORIP for scientific review and grants management functions and oversees the non-traditional collaborations NCATS has with industry and non-profit organizations.

QUALIFICATIONS REQUIRED: Applicants must possess a Ph.D. or equivalent degree, as well as senior-level research experience or knowledge of research programs moving research from the basic laboratory sciences into pre-clinical models and clinical trials. Candidates should be outstanding communicators and known and respected as distinguished individuals of outstanding competence. Applicants should also demonstrate the ability to think strategically, work collaboratively and use a consultative approach to problem solving and decision making.

Plant Variety Protection Board, USDA

The Plant Variety Protection Office (PVPO) is seeking candidates for the Plant Variety Protection Board. We are asking for the submission of nomination packages (an Application for Committee Membership (AD-755) and resume) by November 15, 2012.

The Plant Variety Protection Act provides for a "Plant Variety Protection Board" to be appointed by the Secretary of Agriculture. The duties of the Board are to: (1) advise the Secretary concerning the adoption of rules and regulations to facilitate the proper administration of the Act; (2) make advisory decisions for the Secretary on appeals concerning decisions on applications by the PVPO and on requests for emergency public-interest compulsory licenses; and (3) advise the Secretary on any other matters under the rules and regulations.

The Act provides that "The Board shall consist of individuals who are experts in various areas of varietal development covered by this Act." The term "various areas" is interpreted to include plant breeding and seed increase, certification, merchandising, and use. The Act also provides that the membership "shall include farmer representation and shall be drawn approximately equally from the private or seed industry sector and from the sector of government or the public". For additional information, see the PVP Board Charter (Departmental Regulation No. 1042-53).

The PVP Board consists of 14 members, each of whom is appointed for a 2-year period, with no member appointed for more than three 2-year periods. The term of the present board will expire in December 2012. The first meeting of the new Board will most likely be held in the spring/summer of 2013.

In order to provide the Secretary of Agriculture with a broad choice from a diverse group of applicants, the PVPO is asking for nominated members to serve on the Board for two years from the date of appointment. Travel expenses will be covered by USDA.

To ensure that the recommendations of the Board take into account the needs of the diverse groups served by the USDA (from research and production to trade, use, and consumption). The USDA is responsible for vetting every candidate who applies for membership to a USDA Research and Promotion Board and/or Federal Advisory Committee. Also please note that federally registered lobbyists are prohibited from serving on advisory committees governed by the Federal Advisory Committee Act (FACA).

In order to be appointed by the Secretary of Agriculture to serve on a board or committee, each applicant must clear all stages of the vetting process. Vetting is a comprehensive personal and professional background investigation that specifically includes, but is not limited to, an analysis of each candidate’s criminal history, bankruptcy filings, liens and judgments, affiliations and associations, lobbyist status, and prior involvement with USDA.

What is the NRC SES CDP?

It supports the increased use of leading edge technology to enable the Department to carry out its mission better, with improved products and services at the lowest cost. The Office oversees the expenditure of approximately $1.5 billion each year for computer hardware, software, and services, and for networking and telecommunications and other information technology (IT). This is accomplished by the development of policies and other guidance for Department-wide planning and use of IT, and through a capital asset management process centered around a Commerce IT Review Board.

The Office ensures the Department’s compliance with the applicable provisions of the Clinger-Cohen Act of 1996 regarding the management and use of IT resources including (but not limited to):

Monitoring and evaluating the selection, control, and evaluation of major IT investments, and recommending appropriate actions to the Secretary and/or Deputy Secretary
Establishing goals for improving the efficiency and effectiveness of the Department’s operations and the delivery of services to the public through the effective use of IT
Developing and issuing IT policies and guidance throughout the Department, and monitoring and enforcing compliance with such policies and guidance
Providing IT management and technical assistance services to the Office of the Secretary and designated operating units, and consultative services as requested by Department officials
Representing the Department in interactions with the Office of Management and Budget and other federal agencies on IT matters, and participating in the activities of the Federal CIO Council.

The Deputy Chief Information Officer and Chief Technology Officer position is located in OCIO, and reports directly to the Chief Information Officer (CIO) as the IT expert, leveraging expertise and knowledge of the changing technological environment. The Deputy Chief Information Officer and Chief Technology Officer is an executive position that will be a key advisor to the CIO, providing vision and leadership for developing and implementing information technology initiatives. The role of the Deputy Chief Information Officer and Chief Technology Officer involves a detailed understanding of new and emerging technologies, establishing a vision for how the Department can leverage new technology to attain the organizations goals, and charting a path to achieve the strategic objectives through the effective use of technology.
